Surah 29. Al-Ankabut, Ayah 21

يُعَذِّبُ مَن يَشَآءُ وَيَرْحَمُ مَن يَشَآءُ ۖ وَإِلَيْهِ تُقْلَبُونَ
YuAAa thth ibu man yash a o wayar h amu man yash a o wailayhi tuqlaboon a "He causes to suffer whomever He wills, and bestows His mercy on whomever He wills; and unto Him you shall be made to return:

He punishes whom He wills and shows mercy to whom He pleases, and to Him you shall be turned back.

He punishes whoever He wills, and shows mercy to whoever He wills. And you will 'all' be returned to Him.
