ٱلَّذِينَ طَغَوْا۟ فِى ٱلْبِلَـٰدِ
Alla th eena t aghaw fee albil a d i [It was they] who transgressed all bounds of equity all over their lands,

They all transgressed beyond bounds in their cities,
